Condoms and crack

Brandtford Ontario is providing free crack pipes and condoms. The claim is for health reasons or “harms reduction” but perhaps it would be healthier to provide assistance to abstain from unhealthy behavior. Providing free pipes and condoms is actually endorsing harmful behavior and on who’s dime? Do the citizen’s of Brandtford agree on this use of their tax money?

Clearly the city believes these are harmful activities as the label is “harms reduction”. So how is enabling the behavior justifiable? Harms reduction would be providing assistance to live in a more healthy manor or make better choices. It seems bizarre unless the city is trying to lure these activities to specific zones by providing vending machines full of pipes and condoms. That would be an effort to hide the problem or confine it to less visible areas while claiming good works.

No matter how this is sliced, it seems like a cracked pipe dream.
